             C.M. Shri Chouhan for transparency in public expenditures

Addresses workshop on inter-relation of legislature and Public Accounts

The Chief Minister Shri Shivraj Singh Chouhan has stressed on maintaining transparency in spending of public money saying that it is a challenge before the democracy to put an effective check on misuse of public money. He was addressing a workshop on interrelation of legislature and public accounts at Vidhan Sabha here today.

Chairpersons of public accounts committees, public undertakings and public estimate committees members, senior officers of Auditor General office and finance department were present.

The Chief Minister said that it is a unique feature of India's democratic system that its organs have sane understanding and respect each other. The biggest challenge is to check the misuse of public money. He said that the institution of auditor general not only helps check misuse of public funds but also inspires the government to take appropriate measures.

Shri Chouhan stressed the need for time bound disposal of audit objections. He said that the reports of public accounts committee should be made public and action on them should be taken in three months.

Shri Chouhan said that the for the first time in the country, Madhya Pradesh has guaranteed time bound delivery of public services by making a radical law. He said that it the right time to bring under the purview of law all the development works needing timely implementation. He said that the workshop will help public accounts committees to improve their functioning.

Speaker M.P. Vidhan Sabha Shri Ishwar Das Rohani said that the State Assembly represents aspirations of 6.5 crore people the state. It is duty of the financial committees to ensure that the public money is used meaningfully. He said that undue delay in implementation of development schemes leads to misuse of money and escalates cost. He urged the chairpersons of the committees to have maximum field visits to the know the realities. He described the auditors as financial sentinel.

Deputy Speaker Shri Harvansh Singh said that auditor general points out the financial shortcomings giving chance to establish financial discipline. He said that public accounts committees are in fact replicas of legislatures. Finance Minister Shri Raghavji said that the auditor general is a true friend, guide and adviser. He said that secrecy in fanatical sector is not tolerable as it obstructs transparency and accountability. He said that the initiative of presenting economic survey a day before presentation of annul budget is a step towards transparency.

Deputy Leader of Opposition in the State Assembly Shri Rakesh Chaudhari said that financial management is a key component of good governance. the process of auditing helps observe financial discipline.

The Chief Secretary Shri Avani Vaish said that the state government would seriously implement the recommendations of the workshop. The Principal Auditor General of Madhya Pradesh Shri B. R. Khairnar at the outset threw light on the objectives of the workshop. Principal Secretary Vidhan Sabha Dr. A. K. Payasi welcomed the guests.

Chairperson of Public Accounts Committee Dr. Govind Singh, Shri Kedarnath Shukla of Government Undertakings, Shri Om Prakash Sakhlecha of Estimate Committee and Auditor General Smt. Sandhya Shukla, Smt. Varsha Tiwari, Smt. M. K. Bhattacharya, Sushri Gurmit Singh and members were present.
